The need

Why this project matters

Northern Uganda was disconnected by war, and today it is being disconnected again, this time from the digital economy. From 1986 to 2006 conflict displaced families and closed schools; a generation grew up outside the classroom. Jobs, markets, government services and even school lessons are moving online, yet only about one in five Ugandans uses the internet, and in the Acholi sub-region between 50% and 59% of young people are not in work, education or training.

Our response

A three-year programme that brings digital skills, tools and opportunity to the people who need them most: two equipped community ICT hubs and a 12-week learning pathway in digital literacy, online safety, livelihoods and entrepreneurship. Every learner leaves with a certificate, a portfolio and a route to income: a job, a freelance contract or a business.

What we will deliver

What your support makes possible

  • Two ICT hubs with 12 learner workstations each, solar power, internet, accessible facilities and a childcare corner.
  • 500 young people and women certified across 20 cohorts: at least half are women and at least one in ten has a disability.
  • 50 teachers and local leaders trained to use ICT in classrooms and service delivery, with coaching in 25 schools.
  • 10 start-ups launched through hackathons, mentoring, seed grants and incubation.
  • 10,000 community members reached through dialogues, school cyber-safety sessions and radio.
Why donors choose it

Built to last, and accountable

01

It answers a documented need

At least half of young people in the Acholi sub-region are neither in work nor in education or training.

02

It is local, youth-led and rooted in the community

LAF was founded by a son of the region who sat in the same rural classrooms as the young people we serve.

03

It is built to last

Solar-powered hubs, trained local trainers and a revenue plan keep the doors open after the grant ends.

04

It is accountable

Independent audit, quarterly reporting, safeguarding and donor-grade policies. Every shilling is traceable.

05

It fits national priorities

It supports Uganda Vision 2040, the National Development Plan, the Digital Transformation Roadmap and SDGs 4, 5, 8, 9 and 10.

Questions funders often ask

Good questions, honest answers

Why digital skills, and why now?

Because opportunity is moving online. Jobs, markets, government services, mobile money and education increasingly require digital skills, and young people and women in the north are the least prepared.

How do you reach women and people with disabilities?

By design and by budget: a 50% target for women, 10% for persons with disabilities, a childcare corner, travel support, accessible hubs and assistive tools.

What will remain when the grant ends?

Two equipped hubs, 500 certified graduates, 50 trained teachers and leaders, 10 businesses, a group of local trainers, and a revenue and handover plan so the hubs keep serving the community.

How do you control the money?

Two signatories on every payment, written approvals, competitive procurement, monthly reconciliations, an asset register, an annual independent audit, and zero tolerance for fraud, with a whistleblower channel.

How will we know it worked?

A baseline and endline survey, quarterly monitoring and an external evaluation, with every indicator reported by sex, age and disability.
